HSE — Health, Safety & Environment

HSE in construction is regulator-watched, contract-bound, and life-critical. The HSE module gives safety officers and PMs the tools to capture every safety event, manage every permit, run every toolbox talk, and produce every regulator submission from a single workspace.

Overview

The module covers eight HSE pillars: incidents, observations, permits to work, job safety analyses (JSAs), toolbox talks, training records, audits, and HSE statistics.

Key concepts

Incident. Any safety event — first aid, medical treatment, lost time, fatality, environmental, property damage. Captures classification, severity, body part, root cause, corrective action, and regulator notification status.

Observation. A near-miss or safe-act observation. Lower-formality than an incident, used for behavioural safety programs.

Permit to work. Hot work, confined space, working at height, excavation, lockout/tagout. Each permit type has a configurable issue / approve / sign-off chain.

JSA — Job Safety Analysis. A structured hazard identification document for a specific task. Created by the supervisor, reviewed by HSE.

Toolbox talk. A short pre-shift safety briefing. Tracked by topic, attendees, and signatures.

Training record. Per-worker certification (first aid, working at height, mandatory induction) with expiry tracking.

HSE stats. Lagging indicators (LTIFR, TRIR, fatality count) and leading indicators (observations, training compliance, permit closure rate).

Step-by-step: report an incident

  1. HSE → Incidents → New incident (mobile-first — most are entered from the field).
  2. Pick the classification (first aid / MT / LTI / fatality / property / environment).
  3. Enter location, date/time, persons involved, witness list.
  4. Describe what happened, capture photos and a sketch.
  5. The HSE manager reviews, escalates if needed, and initiates investigation.
  6. Investigation captures root cause(s), immediate cause(s), and corrective actions with owners and dates.
  7. Closure requires all corrective actions verified and a sign-off.

Step-by-step: issue a permit to work

  1. HSE → Permits → New permit.
  2. Pick the permit type and the area.
  3. Fill in the hazard checklist, attached drawings, and required PPE.
  4. Submit for issuer approval. The issuer reviews on site, signs digitally, and issues.
  5. Workers sign-in / sign-out on the permit on the mobile app.
  6. At the end of the validity window, the permit is closed and archived.

Step-by-step: run a toolbox talk

  1. HSE → Toolbox talks → New.
  2. Pick a pre-defined topic or write a custom one.
  3. The supervisor runs the talk on site, then captures attendees via QR-scan attendance.
  4. Each attendee signs digitally (or thumb-print on the mobile capture screen).
  5. Submit — talk is logged with attendees, photos, and topic.

Common tasks

  • Find expiring training: HSE → Training → Expiring lists certificates due in next 30 / 60 / 90 days.
  • Export regulator report: HSE → Reports → Regulator generates the standard UAE/KSA/Egypt forms.
  • Set up incident escalation: Configure auto-notify rules so LTIs page the project director, fatalities page the MD.
  • HSE bulletin: distribute lessons-learned to all workers via the mobile app push.

Troubleshooting

  • "Permit signers list is empty." — Permit type doesn't have approvers configured. Edit the type under Admin → HSE → Permit types.
  • "Toolbox talk attendees missing." — Workers may not be assigned to the project on that date. Check the project roster.
  • "LTIFR shows zero." — Either no LTIs or the man-hours feed is empty. Check HSE → Stats → Man-hours.
  • "Mobile photo upload failed." — Offline data syncs when network returns. Check the sync indicator.
